Assuming there will be free and fair elections in 2028, the Democratic National Committee’s Rules and Bylaws Committee needs to start its process of drafting the 2028 National Convention Call and Delegate Selection Rules. The RBC will meet on Monday, October 27, 2025 at 10 AM ET at the Omni Shoreham Hotel in Washington DC. The RBC will first address the issue of which four or five states may hold nominating contests in the pre-window period, that is, prior to March 3, 2028. The RBC will consider a Resolution on Principles and Procedures for Review of the 2028 Democratic Party and a Request for Proposals from interested states.
